In my personal experience and opinion inexperienced owners who lack the time ability and commitment to training are responsible for this bill, it is an example of the many (dogs) paying for the inadequacies (humans) of the many. I have a Staffie cross and I do worry about her even though she is the softest dog I have ever had. Glad to know this group exists.
