All dog do not like kennels and are scared give them life away from cages. Humans kill more than dogs so why did they stop capital punishment for them and introduce it for animals which humans abuse. In my personal experience and opinion inexperienced owners who lack the time ability and commitment to training are responsible for this bill, it is an example of the many (dogs) paying for the inadequacies (humans) of the many.
