I groom approximately 1000 dogs a year and have done for the last 15 years. In my personal experience and opinion inexperienced owners who lack the time ability and commitment to training are responsible for this bill, it is an example of the many (dogs) paying for the inadequacies (humans) of the many. They are fighting for dogs who have done nothing wrong other than being born and looking like a pit bull or are pit bulls.

I have a Staffie cross and I do worry about her even though she is the softest dog I have ever had. Glad to know this group exists.
